In That Number

1,509

U.S. Air Force set a goal of 1,509 combat-coded fighters by 2035.

That’s 238 more than they have today (1,271), but 49 fewer than the 1,558 fighters in the previous 2035 plan. The reduced forecast is not due to the Collaborative Combat Aircraft (CCA), even though the Air Force aims to field 500 by 2032.

On the Radar

Raytheon

Unmanned mobile missile launchers. The Marines converted an artillery battalion into their first medium-range missile battalion, built around NMESIS—two anti-ship missiles riding an unmanned JLTV chassis. Meanwhile, the Army is seeking CAML-Lite prototypes that can drive themselves or carry an optional crew and can reload with minimal human help. Follow-on efforts consist of CAML-Medium (HIMARS launcher) and CAML-Heavy (Tomahawk and Patriot launcher).

  • The Merge’s Take: Removing the driver doesn’t remove the manpower bill—it shifts it. Targeting, communications, maintenance, and missile resupply still must reach every launcher, and automating the truck while leaving its support footprint intact just moves the people—and the bottleneck—down the road. But that’s probably the point: more dispersed firepower without a proportional increase in exposed crews. Keep an eye on the software competition that underpins it all: Forterra, Kodiak AI, and Overland AI are the key players.

AI

Drowning in AI slop. Federal agencies are drowning in AI-written proposals. Federal RFIs and RFPs that once drew about 10 responses now draw roughly 500 because AI-writing tools are more widely adopted.

  • The Merge's Take: AI helps capable small companies compete without a proposal-writing army, but making proposals cheaper to write doesn’t make them better. A 50X response surge doesn't mean 50X more competition, which leads to the next problem: making proposals cheaper to write doesn’t make them cheaper to evaluate. Overwhelmed offices are now turning to AI tools to screen and evaluate proposals, and the issue has already reached the courts: a vendor challenged a $450M Army award, alleging AI hallucinations tainted its evaluation. It lost, but the judge criticized the government’s shifting explanation of how AI was used. When everyone can write a convincing proposal, the best solution is an old answer: demonstration.
